Governors
The governing body comprises independent people who represent parents, teachers and the community. All governors are appointed for a fixed term of four years and work on a voluntary basis.
The governors support the work of the headteacher and together set the values, ethos and strategic direction for the school and monitor progress. They are also expected to hold the headteacher to account for the performance of teachers and pupils, and to ensure that public money is being well spent.
The governors meet regularly throughout the whole year to assess progress and ensure the school is on track to meet its targets. They make an important contribution to raising standards and maintain high aspiration.

Meet Our Governors
Chris Rust - Chair of Governors
I trained as a teacher of English and taught in comprehensive schools for eleven years. I then moved into higher education, developing the pedagogic skills of academic staff. I spent my last twenty six working years at Oxford Brookes but am now retired. I have lived on the edge of Rose Hill for nearly nine years, and have been a governor at Rose Hill since 2023.
Penny Tyack - Community Governor
I have been a governor at Rose Hill for three years. Having been a primary school teacher I am excited by the energy and dedication that I see in both the staff and the children and I'm proud to be part of this focussed, friendly and ambitious community. My youngest grandchild will be starting school this September so my engagement with education will continue to be an important part of my life, alongside music-making and growing vegetables.
Clare Hayns - Community Governor
I have been a community governor of Rose Hill Primary School since January 2026. I am the Vicar of St Mary’s Church, and I bring a range of experience to the governing body, having previously served as a governor at Woodstock CE Primary School and Marlborough CE Secondary School. I am deeply committed to supporting the wellbeing, development, and education of every child, and I am passionate about fostering a nurturing, inclusive environment where all can flourish. I value strong partnerships between school, families, and the wider community, and I am particularly interested in the role schools play in helping children grow in confidence, character, and a sense of belonging.
Nuria Guttierez Juarez - Staff Governor
As a member of the school staff, I value the opportunity to serve as a Staff Governor and to contribute a perspective informed by my daily contact with children, families, and other staff members. This role allows me to view the school from a wider standpoint and to support the important conversations that help guide our community. I am committed to helping Rose Hill continue to be a happy, diverse, and welcoming school where every child can thrive both in their learning and in their personal relationships. I look forward to working together to support the school’s ongoing growth and success.
